Why Do We Say Mizmor L’Todah on Tisha B’Av?

The Levush says that Mizmor L’Todah should be recited in a joyous melody because it expresses our gratitude over Hashem’s ongoing chesed with us. It would seem inappropriate to recite it on any fast day, let alone Tisha B’Av. Yet most (not all!) congregations recite it. How is its message compatible with the spirit of the day?

וצאת הכאב מהלב היא תענוג למתאבל כלשון הרמב”ם “כי לאבלים נחת בבכייתם ועוררות אבלם עד כלות כוחותיהם הגופניים, מלסבול אותו המאורע הנפשיי, כמו שיש לבעלי השמחה נחת במיני השחוק. ולפיכך חננתה התורה (לשבויה היפת תואר) ואיפשרה לה זאת עד שתלאה מן הבכי והאבל”
